A Tropical Storm Warning means that tropical storm conditions are
expected somewhere within the warning area.

With the tropical storm warning cancelled there will be no need for VARES activation for this system.
There is still a possibility of strong localized storms from TS Colin’s outside edge for the next 6 or so hours. Skywarn may be activated. Listen to the 147.240 T123 for Skywarn activation.
